Powell Leads Arnold To Money Magazine Best Affordable Cities List

Arnold, Mo-July 14, 2008 -  Mayor Mark Powell held a press conference today at the
Arnold Recreation Center to discuss the August issue of MONEY magazine, which has
named Arnold, Missouri among the 25 Best Affordable Cities to Live in the United
States.  Arnold has been recognized at the 12th position on the 2008 ranking.  MONEY
magazine populates the listing by compiling data ranging from; access to affordable
housing, parks and recreation services, cost-of-living, schools and ambiance.

Arnold’s ranking is an indication of the successful work the city has undertaken under
the Powell administration.  The City of Arnold has successfully worked to attract new
developments and revitalize older ones.  It has built and brought to the city the amenities
its citizen’s wanted and deserve such as the Arnold Recreation Center, the Jefferson
College, the Jefferson County Library and the Pomme Creek Golf Course.  In addition,
Arnold’s Tourism Board brings nationally known entertainers such as George Jones,
Merle Haggard, Vince Gill and Three Dog Night to perform at the Rickman Auditorium
    in Arnold.

The evidence of this hard work by the city over the past several years has resonated in
the proclamation of this notable distinction of being ranked 12th in the nation.  “I have
always believed Arnold was a great city and have constantly promoted my hometown as
I have traveled the state,” proclaimed Mayor Mark Powell, mayor for more than seven
years.   “Arnold is a wonderful place to live, filled with great people, and that is what
makes it so appealing, and our hard work has now been validated and recognized by
an independent nationally recognized source, MONEY magazine,” Powell went on to
    say.

MONEY magazine has been ranking cities for the better part of the decade.  The
complete article about the 2008 rankings, a history of past winners and an explanation
the selection process can be found on money.cnn.com.

Arnold, MO May 29, 2008 – Mark Powell, democratic candidate for Missouri State
Treasurer, today commented on Missouri Auditor Susan Montee’s audit of the Missouri
    State Treasurer’s Office.

Mark Powell said of the incident that was first reported in the press and verified in the
audit, “This gross oversight by the current State Treasurer further indicates the need to
have professional management of the treasurer’s office.  The Deputy State Treasurer is
paid more than $92,000 per year, is expected to be in the office working for the state,
and is expected to be a financial professional, not a political campaign aide to the
    treasurer.”

According to the audit released by Montee, leave taken by the Deputy State Treasurer
to work on the State Treasurer's campaign for Governor was not reported in a timely
manner. The audit report states “there is no provision that exists in state law that allows
any state official to use state resources for non-official (personal or political) purposes.
When staff are splitting time between official and non-official functions, the State
Treasurer must ensure that state appropriations and all other state resources are used
only for official duties of the office.”

The audit reported “Although the Deputy State Treasurer was working on political
activity, he reported no vacation leave taken during the period of January 23 through
March 31, 2008, to the office's payroll section.”

The report further stated “Considering the timing of when the Deputy's leave was
ultimately reported, it appears these actions may have been prompted in part by
inquiries from the media” and “Using the completed time sheets, on April 17, 2008, the
STO recorded 173 hours of vacation leave taken and 16 hours of sick leave taken on
the state’s payroll system for the Deputy State Treasurer during the period of January
23 through March 31, 2008. This leave was recorded by processing numerous prior
    period adjustments.”

Powell has been critical of the current treasurer, Sarah Steelman, for her campaign
promises in the 2004 election to “bring three billion dollars back to Missouri” and for her
comments to “take politics out of the treasurer’s office”.  Steelman campaigned
extensively in that election to deposit all of Missouri’s investments into Missouri banks,
thus taking a lower yield on the state’s investments than the state could earn from
federal investments such as U.S. Treasury Bills, Notes, Bonds and Agency securities.

Powell said “Her irresponsible promise to ‘bring three billion dollars back to Missouri’
was an impossible promise to uphold and nothing more than political pandering to the
banking industry and to the voters.  It made for a good campaign line, and it got her
votes, but there’s more to being the treasurer than talk and campaign promises.  In all
actuality, there was $2 billion invested in federal obligations in 2004, not $3 billion.
Today there is $3.5 billion invested in those same federal securities, an increase of
75%, rather than the reduction promised by her.”

Mark Powell has spent his entire working career in the accounting, banking and
investment profession.  In addition, he has served as a school board president, mayor
of a city, treasurer of a city, treasurer of a library district, secretary of an Industrial
Development Authority and president of a Rotary Club.  He has also served as a board
member of the Chamber of Commerce and on the Economic Development
Commission and has volunteered in his local community his entire career for literally
hundreds of causes.  Powell holds an accounting degree from Missouri State University.
